More than any one, the nativity of the chart should be able to tell the effect of such planetary postions. At birth if
ascendant falls close to a planet, certainly it both of them will be together in many divisional charts. If such a person
knows the basics in astrology, it would be better if the person makes a first hand assesment in the areas pertaining
to those divisional charts where they are together.
We have a similar question from " manya " in another message. Hope she does it for us.
I am more interested than the nativity of the chart himself/herself.
