I wanted to discuss about the tiff, when two enemies Saturn (exalted) and Mars (gaining power) conjunct in Libra. Saturn being the planet of restriction, limitation, lord of Karma and task master of life, directly facing Mars, who is about energy, active, passion, ready to war.
And this conjunction with Saturn-Mars in Libra happens once in 28-30 years. How do you think it will affect a birth chart?

2 things have to be checked first before forming conclusions...
1.Which is the lagna?
2. How much degrees are saturn and mars apart from each other??
Saturn when exalted becomes more powerful and mars here with saturn will not at all feel comfortable even a bit.

I am not an expert, but I've known 3 people with this conjunction and to be honest I do not like it. These two conjunct in a chart it seems to make a very cruel person who preys on the weakness of others. A person who gets pleasure from putting others down either because of their own insecurities or because they simply enjoy being mean to others. I think such a person must be raised carefully by their parents. I do not believe it is a good conjunction.

You also have to check the moonsign for it to conclude.. Only if the moon is afflicted, a person might do such things

Yes, you both are right specially when Saturn is debilitated (or loosing power), Mars in bad house placement like in 6th and Moon involved with Rahu or 6th, 8th or 12th house, would make a person cruel and negative in respective areas. This would be because the energy of Mars, which is in bad dignity, will not be effectively tamed by Saturn (if he is of less power). This being made worse by Moon (who is chanchala) and Rahu (who is about crossing boundaries).
For example: Asc-7Leo34; Mer-5Leo2; Sat-16Lib16; Mar-25Lib32; Ket-10Sco04; Jup-11Sag30; Rah:10Tau4; Mo-24Tau36
Here you can see exalted Saturn, lord of 6th and 7th would give good marriage and win over enemies/difficulties but only after a struggle. Mars being lord of 4th and 9th will of-coarse have the effects of Saturn trying to control and slow things down. There will always be an emotional/mental agitation but since Saturn is in good dignity, he will at the end lead into good results.

What are you talking about? Mars in 6th house is a good placement and why in the hell would Saturn would want to tame mars?
and as for your example, Mars is the yogakaraka for Leo and nothing will happen like you have mentioned.
