I have read in one old book (don't remember now which one), if malefic planets simultaneously occupy either 2 and 12, or 4 & 10, or 5 & 9- it may lead to imprisonment or Bandhan of any sort (may it be jail or restriction in movements or similar situation).
The same may be checked for the case under question.

Indeed placement of other planets need to be checked...however Saturn (Malefic) n Rahu OR Ketu may lead to imprisonment in 12th house. However, I have read about the placement , for me it gives lot of unwanted expenses and makes me spendthrift; as if I forgot to buy something in my past life..lol..and yes may give sudden flashy health issues or hospital visits in case second lord marak is bad and in Rahu's Nakshatra.. learned members can confirm this..!!
If you search this forum you will find many members having Rahu in the 12th and I dont think any of them have gone to jail,Rahu in 12th has some drawbacks on the native like insomnia etc but does not necessary means jail.Rahu in 12th gives some foreign connection and foreign tour during its dasha.
Again,single placement should not be relied on and other placements(planets in the chart) also matter.
