Questions about brother's career

My brother seems stuck in a few aspects of his life. His career seems to have hit a plateau, and with the economy, he is unable to decide whether to change jobs, or if he should stay on and expect a change in the current one. He works in the shipping industry and while he is very well qualified, he feels that he has not been able to find work to match his potential.

Questions are :

When will there be a change of job?
If there is no change soon, can he expect a better situation in the current job?
Do prospects for his future look good? Will he be able to reach higher levels?
