D24 and ketu dasa

In my D24 chart, Rahu/Ketu are in the 3rd house. I am in Ketu dasa, Rahu bhukti. I am thinking of going back to school online for a masters or doctorate. What are my chances of finishing? My birth details are:

Born Sept 20, 1974 at 12:01:31pm in Syracuse (GMT -4 due to daylight savings time).

I tried rectifying my chart myself from a 12:02pm birth certificate.

I do have my Bachelor's degree in genetic engineering thusfar. Trying to analyze the D24 myself, I see Mercury in the 9th house shines on Ra and Ke. Mercury rules the 10th and first. Ruler of the 5th is Saturn, which shines from 7th house 100% on 1st house. Ruler of the 2nd house and 9th house is venus in the 5th house which is good I think. Jupiter rules the 7th house placed in my ascendent, but does that mean I might get a doctorate?

I don't want to start anything that I cannot finish. Can someone tell me the highest degree that I would get and what time period is suitable?

Please I know that Rahu Ketu in D24 should give a break, but I would really like to know if Rahu/Ketu in D24 if one can still attain a degree during this time. I don't think that anyone has ever covered that on this site. Also if your degree covers 8th or 12th house matters such as research or psychology how is that interpreted in D24?

I am looking further into functional or integrated medicine (an eastern western mix of medicine would be perfect) and psychology for a possible Masters or Doctorate. Once again, I don't want to start anything I can't finish.
