Yes there are chances for permanent settlement. In future there is Jupiter dasa which is favorable for abroad settlement.

You can go abroad from December 2012 to April 2013

It seems, you already had good chances to travel abroad. First half of 2012 was strong enough for this. Still, period from Jan 14 to Dec 16 is quite strong to take you abroad, however dasha lord Moon will always try to bring you back.
