Can anyone please clarify that a planet which is retrograde aspects forward or backward .if mars is retrograde in cancer it will aspect libra from its fourth aspect or aries from its backward aspect.?

Dear ,

Aspects will be forward its only if planet comes closer to 1 degree in retrograde and it is still in retrograde position then it moves 1 sign back in chart but aspects will still be forward.

Mars effect would be negative because it is in tic house bad house , benefic effect would be weak as it is debilitated and retrograde will led to much cautious approach from your end.
