The problem is due to all planets under Rahu-Kethu except Jupiter who is Retro. I think your elder brother is not helping you or making sure to get married for you. He is eating your hard work, I guess, the reason of which you ate his hard work in previous birth from D-60. 11th lord is in your second house, the second and seventh lord is with Mars.
