If event is promised in lagan chart and not promised by D9 chart , will the event be happen?

If event is promised by D9 chart and not promised by lagan chart will the event be happen ?

Just search on the forum first to gather the information presented over the years here rather than seeking a ready made answer here because no such simplistic answer exists. Just this section in Divisional Charts has plenty of material to go through.
