There are 2 factors in the chart causing delays and 2 strong factors supporting marriage...let's look at the chart in detail:

1) The Rasi chart is on the 1-7 axis of Rahu-Ketu.

Rahu the dragon's head.....stands for forward movement, upward mobility, materialism, desires and the energy to pursue success often times at any cost.
Conjunct with the ascendant as in this case makes your sister forward looking and progressive.

How ever Ketu the headless one, the dragon's tail is diametrically opposite in character.....in the 7th house of relationship stands for past, renunciation, moksha, detachment froms self.

2) Rahu and Ket hence on the 1-7 axis repell each other.
This will create a situations in relationship where the your sister and partner will be diffrent from each other in nature / charcater ....for that reason or alternatively for no obvious reasons situations might arise out of ones control that separate them suddenly.

I believe she may have had relationships that came close to marriage but ended because of lack of compatibility ...or due situations outside her control.

In summary:

--Strength of Venus the marriage Karak and aspects of Jupiter...the 2 main benefics in any chart are supportive of marriage...which will not only help in making the marriage happen....but will also protect and support the longevity of marriage.

--The dealyers are Shani and Ra-Ketu on the 1-7 axis( especially Ketu in the 7th)...but given the strengths of Jup and Venus....marriage is not denied...and will be a long lasting one once it happens

--she should pray to Ganpathi regularly for Ketu appeasement....daily if possible, be pious / fast if she can on Tuesdays.

and also pray to shani dev....offer til/ tel on shani idols on Saturdays....chant Shani mantra.
