A stronger Venus and a weaker Sun might not allow Sun to have a complete impact of Combustion on Venus.
Having said that when both the planets are in the same degree there are multiple contrasting theories indicating which one would prevail over the other.

Combustion of "Venus in Aries" is different from the combustion of "Venus in LIbra or Taurus".
In Libra or Taurus, Venus is more powerful than Sun.
Again, in Libra or Taurus, if Venus is too close to Sun, say less than 5 degrees, then, no doubt, Venus must face powerful combustion.
Suppose, In Libra, say, Sun is in 10 degrees, and Venus is at 22 degrees. Now, This situation is very good for Sun and can consider it as cancellation of debilitation for Sun. Now this cancellation cannot harm Venus.
If Sun is strong, say, Sun is in Aries, then, the combustion of any planet will be a severe one.
