It seems like Mars is debilitated in the second house sitting with sun and mercury, but it doesn't receive strong neechbhang, the two aspects are from Jupiter and Saturn. Neither of them can strongly cancel the debilitation, only mildly as Saturn owns Mars' exaltation sign of Capricorn.
Jupiter is also neech, but it has sun and mercury aspect from cancer which is a neechbhang but not a neechbhang rajyoga. Now if Moon in cancer were to aspect that would be neechbhang raj yog, but other conditions would have to be checked.
