If the 4th lord is conjunct the 12th lord in the 6th house, does that create any foreign settlement yoga.

It depends.
Have to look into D-9, D-4, and D-16 as well.
Generally, a PAC between 4th and 12th is an indication of foreign connection. But it could mean anything. It could mean getting hospitalized for a long time in one's own land, or going to jail; becoming institutionalized in a foreign country, or simply working in import-export.
Or, it could mean you're a thinker and write fantasy novels staying at home!
Endless possibilities.
