Saturn is a regulator. Whichever house it occupies, its aspects, and the planets that influence or are closely conjunct with it, restrict or regulate that energy. Saturn’s currency is hard work, legitimacy, and social approval.

When Saturn is in conjunction with Venus, I consider it a good alignment because it regulates pleasure (Venus) and relationships. Venus is also a significator for money, so Saturn regulates money as well. Regardless of whether the source of money is lawful or illegal, Saturn provides a steady acquisition of wealth and status. Both are friendly planets. In a male chart, this conjunction indicates a steady, sober spouse, though sometimes the spouse may be mature or older in age. Such relationships or partnerships can endure for generations and are not characterized by short/frivolous sake. Saturn is karmic in nature shows a lack of youthful energy or intimacy; emotional fulfillment will take time and comes with mid-age.

In a female chart, Venus represents the self and shows a woman who values stability and social ascent or security. She often works in large corporations, is reliable, and excels in crafting durable relationships. She is not frivolous with relationships or money and is conservative unless Saturn and Venus are significators of the 5th house. Even then, she is still not flamboyant and enters into marriage adhering to social norms or alliance are crafted for social ascent.

When paired with the Moon, however, there is a dichotomy. In traditional astrology, this combination is called Vishkumbh Yoga, which is considered challenging. This is not literal, but it reflects that Cancer, a free-flowing energy, contrasts with restricting Saturn. Venus-marriage/business partnership are conditional social arrangements crafted for mutual benefits, unlike Cancer, which signifies the mother’s unconditional love. Cancer's unconditional love may be impeded. Mother's affection is often tied to social performance or sometimes mother is busy with other social obligations, leading a feeling of neglect during childhood. This influence makes one duty-bound. Even in pleasant circumstances, one may feel constrained by Moon-related matters (mother, parents, homeland, dwellings, paternal grandmother, school friends, milk-related).

The native develops a Saturnian ethic of routine to gain the approval of those significant to them. While not often a significator of apathy (which is Moon + Ketu), the native may project as dull, rigid, or strict, and might be seen as a party pooper or teacher's pet in younger years. However, this often improves over time, and as they mature, they tend to become a responsible caretaker and citizen.

If Saturn rules a Kendra or Trikona house, indicates a durable career ascent in government/corporate administration. Undoubtedly this conjunction gives a very delayed marriage .... say around 40 if denial is not there.
This does not mean that such native do not get married, but all marriages done within this age are unhappy/short-termed and end up by separation/divorce or death of spouse, what will happen will depend upon the horoscope of the spouse.
