Foreign settling is very simple to see. 4 house and lord must be weak. You do not desire and do not have a strong connection to your birth place. Above all, if 9 house lord or house 4 lord, or 12 house lord make any mutual contact, conjunction, or drishti sambandh then foreign stay I mean long stay, is possible.
Mainly, 4 house of mother ("Matrubhoomi") should be weak or its lord under pressure.

In my case 4th lord is strong (and also my lagna lord) and 4th house also seems neutral (good and bad both things).
On the other hand there are plenty of strong connections between 4th, 1st, 9th, 12th and Rahu.
Here is a list of things I have observed but don’t know how to interpret. Please let me know what you make of this. It’ll help me in finding solution to my questions.
1. Dhanu lagna
2. 4th Lord and lagna lord Guru placed in 9th Leo. Guru is also exalted in D9 9th House.
3. Sun, the 9th lord in 4th house so parivartan yoga between 4th and 9th lords in rashi chart.
3. Sun is with exalted Venus and debilitated mercury in 4th house. Venus And mercury are not combust. Mercury is 7th lord.
5. 12th lord Mars is in a direct tight 7th aspect with 4th Lord Jupiter.
6. Rahu is aspected by 5th aspect of Jupiter from 9th. Rahu in 1st.
7. Saturn in 2nd house aspecting 4th house.
8. In D9 too, 4th Lord Saturn is in 9th House along with 12th lord.
9. I came abroad in (or very close to, can’t remember) SunMD-JupiterAD period.
