My friend has been trying to obtain residency to a western country with no avail. As his age is going south will he be able to migrate to a Western Country of his choice soon?

As per the birth details provided, Udaya Lagna is placed in Sandhi - literally in the Cusp, changing in less than a minute. Instead of speculating, it would perhaps make more sense to consider birth time evaluation/rectification and seeking help/guidance from experts in this forum (or elsewhere) for further analysis.
