Career when to be settled? Please help ASAP

Hello,
I want to know about my sister's career. She has been struggling in job for more than 9 years now and dwindled from one job to another. Her income is stable in every job but she is not happy doing any job and she is given truckload responsibilities everytime. She is at a juncture to give up now!

Recently, she is willing to start her consulting business. I feel she might be good at business.

Can you all throw light whether she should do job or business in long run and what types of business suit her and timing to find her true calling and ultimately settling her professional life.
