The possibility of a earlier birth time is significant. Same has been graciously pointed out by Sujit. What I have done is taken the previous Lagna as the birth lagna and redone the verification points:

1. Happy and comfortable childhood environment
2. Painful stomach aches/ cycles
3. Some medical issues - related to digestive parts/ lower abdomen
4. A lady of few words, almost not interested in talking in public
5. Mother had more than one source of income/ savings
6. Father had lower abdomen health issues/ infections
7. Father extremely workaholic
8. The lady has (extremely desirous of/ anxious of) extra savings/ extra income
9. Choice of food/ menu – different from that of family
10. High possibility of having problems of small bugs/ insects falling in eyes and food while eating

This is a preliminary check to get the Lagna correct, without which further analysis is useless. I will wait for your feedback

If the points are on track, then the time of birth as recorded is off-track. The reasons usually is what a specific medical staff has recorded. It may be:
1. The time of emergence from womb
2. Cutting of Umbilical cord
3. First cry of baby
4. Announcement to parents outside the delivery room

All the above issues are matter of debate since the time of birth has not been defined (at least I have not come across a precise definition). On top of it, usually doctors are focused on the mother and the baby (rightly so) and less on noting correct time.
If you can indicate to me which point did not match, it would be helpful. Give me couple of days.
