As per the information you mentioned, your brother is running Venus-Rahu period till June 2017 and then Venus-Jupiter till February 2020.
Venus is natural Karaka of Relationships/Marriage. From lagna, Rahu in 7th and from Moon chart, Jupiter in 7th. So both Rahu and Jupiter bhuktis are capable to bring prospects for Marriage in Venus major period.
Placements of lagna lord, 7th lord and Venus in D-1 are causing several issues in Marriage matters, however planetary placements are much improved in D-9 considering 7th lord and Venus both Vargottama with better placement in D-9.
I understand if you get good remedies and pray lord Ganesh Ji, that would make case more strong for Marriage.

Your brother has libra Ascendant..
His 7th house has rahu and 7th lord mars is in the 6th house..not good..also natural marriage karaka venus is also in the 6th house and see the degrees of mars and venus..venus is exalted but it is not preferred in the 6th house with regards to marriage..lagna also should be seen for marriage..here lagna has ketu aspected by mars and lagna lord in the 6th house with very close conjunction to mars..although lagna lord is exalted and vargottama which is good..his married life is not looking too much good..
Her spouse behaviour will be extrovert and showy type..she will be beautiful..
The time running is favourable for marriage..

I always appreciate more astrologers view on this birth chart. Thanks Ram1511 sir. Though he is not getting any marriage proposals at all, let's hope he will get soon.
