Atmakaraka in the 9th house of D9 is said to be an excellent placement (perhaps the best placement for AK within D9 chart). It means your soul will live in accordance with dharma. But in general terms, when a planet is debilated in the D9 chart it loses its potency. But Saturn losing its potency make actually be a good thing in terms of reducing its ill effects. You have to study the chart as a whole.

Retro planet must be studies from its deg. If its going towards its exaltation point then it will give gud results and vice versa.
E.g. Sat getting retrograde in Libra post 20 deg is always gud.
Since This Sat is debi in D-9 it means it must be in Aries navamsa i.e. between 20 deg to 23 deg 20 min
So you have retro Sat which is moving towards its deepest exaltation point and it is really gud.
