10H or 10 th lord from karakamsha being influenced by sun .

Even connections with Moon would imply the same I feel in the case of 10th from Karakamsha. But of course sign & sign aspects are very important to decide it finally.

Yes it can, but other scholars, and commentators say government job through yogada, kevala as well.
