Career guidance please

I have completed my graduation in civil engineering this july, My father is telling me to pursue MS in US, but my grades are really poor and is very difficult to get into good universities, I am thinking about pursuing civil service, but my parents don't support it, I am really confused, Please guide me which is the right career for me even if I am not aware of it and please tell will I be staying in India or going abroad, if yes, when
