One note, if I may. Many of the modern hospital and nursing home health-care professionals tend not to believe in or give serious attention to the importance of astrology. Partly due to their remaining wrapped and immersed in Newtonian Science Realm. Additionally, some obstetricians and ob. nurses (who generally record the time of birth (or ideally the stages of labour which hold clinical significance and hence have obstetrical and perinatal outcomes; so more than one epochs during any delivery) -- feel a little inconvenienced because of astrologer's advice in the case of planned c-sections (caesarian births) which then dictate the time of the procedure and can make the care-givers (labour staff) to perform the procedures at night or odd hours. This occurs more in certain countries and communities and not worldwide, of course.
Due to the many situational contingencies arising during even "normal" labours, quite often the time of deliveries gets noted approximately even if the time-piece or clock is calibrated accurately. So rectification is the responsible thing for astrologers to carry out, particularly in situations where cuspal birth charts are under scrutiny and it is particularly important to rely on the stated birth-times during web or real-space astrological consultations. Many a times, these birth-times come from the recollection of parents or relatives and others, etc who were present at the time of birth. Particularly, if the nativity happens to be someone who got curious about astrology during the second decade or later in life and tries to get the time of birth!
Just to emphasize that the above I say based on my personal observations going back to ~1970 and thereafter of witnessing many deliveries in labour ward settings at home and abroad.
