Dear Shilpa ,
It seems, you have not gone through her career graph properly.
She was a rare IPS official who got every dream posting- UN CP advisor ; headed all powerful traffic branch of DP, headed mizoram police etc.
She also earned Magsaysay award along with Padma award. Her academic papers are part of many universities.
And, now she is Lt. governor of Pondicherri and there are chances that she would get another constitutional appointment...
In short, some thing is missing in calculation.
