I somewhat disagree because I believe that Rahu (a node, not a planet) always acts as per a) its conjunct planet/s b) dispositor's stredngth c) nakshatra it lies in... why? because not being a physical body, it doesn't get to choose, cannot exert any independent effects, must work in the guise or command of an anchor entity (planet/dispositor/nakshatra in that order)

Assuming a libra ascendant he has a shrinkhla parivartana yoga. Moon lord of 10th house is 3rd house. Jupiter lord of 3rd house is in 1st house. Venus lord of 1st house is 10th house. So 1,3, 10 are in some kind of parivartana. What does it mean ? Generally 3rd and 10th relation I have seen in movie stars. Talented artists etc. Comments ?

Yesterday, Rahul Gandhi stated his birth-date to be 19th June 1970, in one of his speeches (I naturally got interested in casting his birth-chart and observing planetary positions). Given exact or accurate birth-time is not known (to me at least), I usually give the benefit of doubt and consider Abhijit Muhurata timings, which starts approximately 24 minutes before midday and ends after 24 minutes of midday. It looks like Sunrise on the particular day in Delhi was at 5:27 hours and Sunset was at 19.17 hours. So, midday was approximately around 12:25 hours... placing Moon/Chandra precariously close to Deep Gandanta degrees (something that is not really preferable). He seems to have changed Rashis at around 10:43 hours (AM)... an earlier time of birth would place Moon/Chandra in his Neecha-Sthana or sign of debilitation. To make things more interesting, Moon/Chandra does not have much support on either side of the flanks, making the native a bit of a loner, with few or fewer friends and limited social life... not to mention the fact that Moon/Chandra is the smallest, fastest and wavery of all the celestials. So, I'm inclined to think the native would have a wandering mind, with limit focus on any topic for an extended period of time.
Thereafter, I was drawn to the placement of Mercury/Budha and Venus/Shukra. seem to be caught in between Krura Grahas in a Papakartari Yoga. They seem to be reflecting public knowledge/perception about the native. To make things a bit more interesting, Mercury/Budha is posited in the Lunar Constellation of Rohini Nakshatra, ruled by the wavered Moon/Chandra.

Considering the concept of Desha-Kaala-Patra, I'm sure anybody with a fair knowledge and understanding of Astrology would have advised the (one of the prominent and powerful political) family not to divulge accurate details and instead encouraged to spread a altered time, specially if there are inherent issues in the birth-chart.
Further, it would make sense to validate perceived image/character and reality (actual facts), while matching with what's observed in the birth-chart (as planetary positions), Dasha-Bhukti, Transits etc.

That is exactly what I seem to be missing (with my humble understanding of the birth-chart, using the time that has been shared). Further, Ascendent or Udaya Lagna seems to be placed in a Cusp/Sandhi, right next Jupiter/Guru-dev... and changing in less than 9 minutes. A politician/businessman are naturally ambitious/goal oriented/driven by their end goal - and that shows up as Lagna lord in the 7th like Indira Gandhi, Sanjay Gandhi, Priyanka G, Adolf Hitler - it shows their go getter attitude.
We don't see that fire in Rahul - Even with all the political legacy - he seems a Struggling politician (like a a struggling actor).
Alternatively one can be clear, independent minded, driven by own efforts/philosophy - like Jayalalitha/Annamalai, fight valiantly and emerge thru their struggles. Rahul does not fit this bill either.
In South India - there is a Astrological dictum - Male born of Moola Nakshatra - lives like a King.
