MAYBE because they are the non-Rajasic planets. A Rajasic planet is too full of activity in his own house and hence he will have lesser time to spare for other houses :)

Every planet has those "special" aspects. The difference is, Sat has 100% aspect at 3 & 10, Mars at 4, 8 and Jupiter at 5,9, whereas the rest of the planets don't have 100%, but lesser. The aspect of 4/10 or 5/9 is subtly taken into account when you read Yogas formed when planets are in kendra or Kona relative to each other. In everyday practice, the aspects are rather not considered by many astrologers which may deem the analysis incomplete.

CL ji,
Can it be explained astronomically why rest of the planets do not have 100% special aspects? Eager to know...
Sorry if this question is too trivial.
