You can wear gem stone, but I am pretty sure that puja/homam for debilitated planet would be more powerful if done on a fairly regular basis. Navagraha puja is good to do.

Are you referring simply to 11th house lord being in its sign of debilitation or fall? e.g. Mercury in Pisces?
