If exalted mars is present in UL, for Scorpio lagna, in the absence of any benefic aspect on UL, does it indicate just delay or also disharmony/problems in marriage?

Just for my own understanding, is the dosh not present because Saturn and Moon are conjunct rather than being aspected ?

Also what are the possible causes for delay in marriage?
