Retrogradation generally means the result (whether benefic or malefic) is delayed. The scriptures also state that it is unfulfilled desires/results from a previous life. The quality is determined by various characteristics in the chart, generalization is not useful.

just like when calculating AK Rahu,s longtiude is calculated by subtracting from 30.

so Rahu is about 28deg 41 minutes.
the degrees must be used, when the planet conjuncting with Rahu is not clearly strong or Malefic.
However in your case sun is in friendly house of Me and Me is 12th from it ...

1)when Rahu is standalone you must look at the Nk lordship of Rahu primarly .
2)when Rahi is conjunct you must look at the strength of the planet that it conjuncts in that house.

I can tell you what is being followed by astrologers from Kerala (India).
Let us take eg: given by you ,ie: Saturn as 2nd and 3rd lord.
This happen when Lagna is Dhanu.
Then the 2nd house is a YUGMA rasi and the 3rd house is a OJA rasi.
Now see where Saturn is placed in the horoscope ...

My understanding is that the planets DO give their effects, however, until maturity their effects can be erratic. So their effects would be more predictable I would imagine after maturity. If someone with more knowledge could confirm/correct me that would be good

thene there are so many possible conditions listed in classics that and every one of those conditions fullfilled probably gives 1 or 2 or a few small percents % of power.
